President

Mr. Collo is an experienced entrepreneur who founded MicroPact in 1997 at the age of 21. Beginning with two personal credit cards and $15,000 of his own money he bootstrapped the company into its position as the global leader of Data-First™ Case Management software solutions for the public sector. As President, he is engaged throughout the company, overseeing the organization’s product strategy and development, business development, marketing, sales, and support operations.

Under Mr. Collo's leadership, MicroPact has won a variety of awards including Washington Technology's Fast 50, Inc. 500’s Fastest Growing Private Companies, and Deloitte's Fast 500. Beginning in 2015 Mr. Collo led MicroPact to be repeatedly recognized with top workplace awards from The Washington Post, most recently in 2018. In addition, Mr. Collo has received several personal distinctions including being named in the Washington Business Journal's list of 2014 Minority Business Leaders, its 2015 “40 Under 40" award winners, as well as the 2014 Presidential Award for Filipino Individuals and Organizations Overseas.

Mr. Cerniglia serves as the Senior Vice President of Platform Technology and has been with the organization since its inception. Mr. Cerniglia charts the course of MicroPact’s technological vision and serves as the lead architect for systems and software. In this capacity, he is responsible for ensuring that the organization’s offerings remain at the technological forefront of the market.

Mr. Cerniglia spearheaded the company's technology transition from being a predominantly services-based organization to that of being the global leader in Data-First™ Case Management and Business Process Management (BPM) software. It was under his stewardship that the entellitrak case management platform was brought to market.

Mr. Cerniglia received his BS with Honors in Computer Science from James Madison University.

Brian Combs

Vice President, Global Alliances

Brian Combs brings over 20 years of contract management, business operations, program management and entrepreneurship to MicroPact. Brian joined the organization as Iron Data’s VP, Contracts and Business Operations in 2013, and now leads the MicroPact Global Alliance Partner Program.

Prior to joining the organization, Mr. Combs founded COMAROD, Inc. in 2004, an award-winning asset management and logistics consulting firm where he served as President and CEO, leading the company to two consecutive federal agency “Small Business Contractor of the Year” awards in 2006 and 2007. Mr. Combs has also held senior contracts management and business operations positions at User Technology Associates, Betac Corporation, DynCorp, and Technology Applications, Inc.

Brian received his Bachelor’s degree with Honors in Integrated Information, Science and Technology from The George Washington University. He also holds a degree in Business Administration.

Mr. Ragsdale is responsible for overseeing MicroPact's marketing, market research and analyst relations operations, and, most importantly, for ensuring that MicroPact's ever-evolving product capabilities continue to grow in anticipation of customers' operational needs. Mr. Ragsdale joined MicroPact in 2010.

With 25 years of experience leading the international marketing and branding efforts of technology and consumer goods companies at nearly every stage of development, Mr. Ragsdale has created marketing campaigns and built brand leaders at points all around the globe for organizations such as AT&T, Verisign, Mars Inc., and General Motors. Mr. Ragsdale prides his team on its ability to quickly translate customer and market insights into actionable and compelling communication programs.

Mr. Ragsdale holds a B.S. in Marketing from the University of Oregon, and a Masters of International Management from the Thunderbird School of International Business.

Chuck Barthlow

Vice President, Disability Case Management

Chuck Barthlow has been associated with MicroPact and predecessor organizations since May 2002. During this time, he has been involved in software development, account management, business development, project/program management and is currently Vice President, Benefits Case Management. In this role he is the business unit executive responsible for the overall Benefits Case Management business including strategy, execution, customer success, competitiveness, and overall growth and profitability.

Prior to joining the organization, Mr. Barthlow held positions in both the public sector and in private industry, including Business Development Manager for HL Group and Director of Information Technology for Cardinal Brands.

Mr. Barthlow has over 30 years of experience in the Information Technology industry and holds a BS degree in Business Administration. A volunteer with various community programs, he assists one of Missouri’s largest public school districts in maintaining its information technology strategic plan.

Paul Sobert

Vice President, Strategic Accounts

Paul Sobert joined MicroPact in 2015 after more than 30 years with the Internal Revenue Service, culminating in the role of Director, Compliance Systems. Currently, he is responsible for all issues relating to the functionality, integration, and interoperability of deployed MicroPact systems, including product upgrades and enhancement requests, information security, maintenance, and support for all internal and external deployments. Mr. Sobert has a bachelor’s degree in economics from the University of Virginia.

Sanjeev Nehra

Sanjeev Nehra

Vice President, Information Technology

Sanjeev Nehra oversees technology and operations for both MicroPact-hosted customer solutions and for corporate IT. He is responsible for strategic and system level planning, local and remote platform management, network and telecommunication, database administration, and computer infrastructure in multiple locations. He has more than 20 years of relevant experience, including senior roles at NTT DATA Services, Freddie Mac, Booz Allen Hamilton, COMSYS, and Fujitsu.

Mr. Nehra has a bachelor’s degree in computer science and engineering from the National Institute of Technology, Tiruchirappalli, and an master’s in information systems, operations management, and business analytics from the University of Maryland. He also completed the Tuck School of Business Leadership and Strategic Impact program at Dartmouth.
